About the Role
As the Phoenix EHS & Compliance Manager, you will work closely with other members of the Safety & Compliance team, Ride Hailing Operations, and Fleet Deployment & Readiness teams to build and sustain a culture of safety and compliance. This will be supported by a robust strategy, systems, and processes that ensure the highest levels of operational safety and compliance, fully aligned with the Safety Standards and SOPs of our partner organization.
This role is a critical partner to local operations, ensuring Moove meets and exceeds regulatory, partner, and internal standards. The Manager will be responsible for in-market Safety & Compliance— making local decisions, developing and implementing training, and driving a strong safety culture across the operation.

What You’ll be Doing
Serve as the primary safety point of contact (POC) for all EHS, safety, and compliance matters in Phoenix, fully owning site-level programs.
Operate with a high level of autonomy, making local decisions to protect employees, ensure compliance, and strengthen operational safety - while ensuring implementation of and compliance with companywide policies.
Partner with operations leadership to develop, implement, and monitor site-specific safety and compliance programs that align with OSHA, EPA, DOT, state, and local requirements, as well as partner standards.
Lead and manage audits, certifications, and regulatory inspections, ensuring readiness and corrective action follow-through.
Manage the drug testing compliance program in accordance with Moove and partner requirements.
Own site-level environmental and hazardous materials management (waste, pollution prevention, RCRA/DOT programs).
Develop and deliver training programs to employees and contractors on safe work practices, hazard communication, PPE, emergency response, and compliance topics.
Collaborate with HR, Fleet Operations, and Facilities to embed safety and compliance into daily operations.
Provide leadership in emergency preparedness, drills, and business continuity planning for the Phoenix site.
Implement and maintain systems for incident investigation, root cause analysis, and corrective actions per Moove’s corporate reporting procedures.
Collect and analyze safety/compliance performance metrics, identify trends, and propose improvements to leadership.
Be open to and take on additional compliance responsibilities as the role evolves.
What You will need for this position
5–10 years of progressive experience in safety, compliance, or related fields, ideally within transportation, fleet operations, logistics, or other industrial environments.
Bachelor’s degree in Environmental Health & Safety, Occupational Health, Engineering, or a related field (or equivalent experience).
Certifications strongly preferred: CSP, ASP, CHMM, or equivalent.
Proven ability to develop and implement programs (not just maintain existing ones).
Strong technical knowledge of OSHA, EPA, DOT, and state/local regulations.
Demonstrated experience leading audits, certifications, and regulatory inspections.
Program and project management skills, with the ability to execute initiatives end-to-end.
Excellent communication skills with the ability to influence across multiple levels of the organization.
Comfortable working in a fast-moving, evolving environment with a high level of ownership.
Nice to Have
This role requires regular presence on the operations floor and in depot environments. Candidates must be able to:
Safely lift, carry, push, or pull items up to 50 lbs.
Work safely with or around chemicals, cleaning agents, and biological materials in line with OSHA/industry standards.
Perform duties in varied environmental conditions (indoor/outdoor, heat, cold, noise, dust, standing water, etc.).
Properly use a range of personal protective equipment (PPE), including but not limited to protective clothing, gloves, eye/face protection, hearing protection, and respiratory protection, as required.
